The Shuweihat S1 Project is part of the on-going privatisation programme being undertaken by the Emirate of Abu Dhabi in its power and water sector, and is an important part of the Government’s strategy to achieve the objectives of the Emirate’s overall privatisation initiative. Together with the successful completion of the Taweelah A2 Project and the approaching completion of the Taweelah A1 Project, the Shuweihat S1 Project will act as a model for the privatisation of other assets within Abu Dhabi’s power and water sector and, more generally, for privatisation within the UAE and the Gulf region.The government authority responsible for the water and power industries in Abu Dhabi is the Abu Dhabi Water and Electricity Authority (“ADWEA”). With the exception of the Taweelah A1 and Taweelah A2 Projects, existing generation, desalination, transmission and distribution facilities within Abu Dhabi are currently owned and operated by the Government through ADWEA. ADWEA owns ADWEC, the sole purchaser of power and water production in the Emirate, as well as TRANSCO which has the responsibility for transmission of power and water, and the Abu Dhabi Distribution Company (“ADDC”) and the Al Ain Distribution Company.

 

The system peak power demand forecast shows a high growth rate, around 11% in the near term forecasted period, before it reduces to an average of 6.3% for the long-term period. The average annual growth for the whole forecasted period is around 8.2%. The load demand growth rate increased by more than 13% in the year 2001 to reach a summer average near 3,740 MW. The peak power in the summer of 2001 exceeded 4000 MW for the first time.

There is currently a rapid rate of growth in the demand for water in Abu Dhabi City and the surrounding regions. This increase is being driven by population growth, increasing consumption per capita and the increasing use of water for irrigation.
